Yes, if it is no larger than 4.5 by 6.5 inches. At that size it counts as a small clutch and does not have to be clear. A larger fanny pack would need to be clear and within the full bag limit.

Getting there
Gates open
Gates usually open about 90 minutes to two hours before kickoff, and concert doors can run later, so check your event for the exact time.
Parking
Lots and garages ring the North Shore around the stadium and fill up early on event days. Prepaid parking is the safe move, with the North Shore garages a short walk over the way.
Public transit
Pittsburgh's light rail, the T, runs free between Downtown and the North Side. The North Side stop is a few minutes' walk from the gates and skips the post-event parking crawl.
Rideshare
Rideshare pickup and drop-off is set on the North Shore near the stadium. Expect a short walk and a wait right after the final whistle or the encore.
